On August 25th, the reporter learned from the Guizhou Provincial People's Government website that in order to continue promoting the "quality improvement action" of the rural compulsory education student nutrition improvement plan and further enhance the implementation level of the nutrition improvement plan, the General Office of the Guizhou Provincial People's Government issued a notice on further enhancing the implementation level of the rural compulsory education student nutrition improvement plan.

The Notice points out that by the end of August 2023, the governments of various counties (cities, districts, and special zones) in Guizhou Province will organize a survey and investigation of the implementation of the "Quality Improvement Action" in their respective regions, strictly benchmark and implement various measures and requirements, and ensure that the "Quality Improvement Action" of the nutrition improvement plan achieves positive results. The progress of work in the autumn semester of 2023 will be reported to the Provincial Department of Education before December 20, 2023.

The notice requires that the school cafeteria staff should be fully equipped in a ratio of no less than 1:100 to the number of students dining, and their wages and social security benefits should be fully included in the county-level financial budget in accordance with the local minimum wage standard, and paid monthly wages and social security contributions.

The notice clearly states that schools should improve the system of cafeteria meal supply and fund management, standardize the management and use of nutritional meal subsidy funds, and ensure that sufficient funds are used for student meal supply; Standardize the implementation of the "5+X" food supply standard, and develop and apply a quantity based recipe; Implement the system of public disclosure and promote transparent and transparent nutrition lunches; Organize and carry out sunshine sports and nutrition and health education, and cooperate with families and schools to jointly improve students' nutritional and health levels.

Further strengthen fund guarantee management, ensure sufficient special funds, strictly supervise and manage funds, and implement a "5+X" meal supply. Further improve the quality and standards of food supply, with families paying a small amount of fees based on the government's 5 yuan per day meal subsidy. On the basis of fully considering factors such as the per capita net income of local rural residents and the economic affordability of rural student families, county-level education, development and reform departments, through holding symposiums, parent meetings, and hearings, scientifically and reasonably formulate the "X" standard in the "5+X", and resolutely eliminate excessive pricing.

The school reasonably determines the breakfast and dinner meal supply standards, scientifically arranges three meals per day for boarding students, regularly analyzes the student meal supply situation through platforms such as "electronic nutritionists", and adjusts targeted and reasonable diet to ensure balanced nutrition for both nutritious lunches and boarding students' breakfast and dinner.

The Notice requires education and health departments at all levels to carry out supervision and guidance on a school by school basis to ensure that schools achieve diversified food supply, achieve at least "three dishes and one soup" for each meal, reasonably match animal and plant-based foods, and provide a variety of fresh vegetables (especially dark vegetables) and meat alternately and adequately, with a daily variety of ingredients reaching 12 or more (25 or more per week).

Starting from 2023, the Provincial Health Commission, together with the Provincial Department of Education and the Provincial Department of Finance, will organize anemia monitoring of rural compulsory education students in the province every autumn semester. Based on the results and data of the annual anemia monitoring, targeted measures and suggestions will be proposed to guide local scientific nutrition interventions, optimize the nutritional dietary structure, and promote more scientific, nutritious, and balanced student feeding. Carry out health education and sunshine sports, carry out home school linkage, and parent training.

Further establish and improve a stable system for food procurement prices, improve a regular inquiry and pricing mechanism for multiple parties involved in food procurement, strictly control food procurement prices according to the principle of meager profits, and ensure that food procurement prices do not exceed market prices. Strengthen the supervision of food ingredient distribution enterprises and urge them to deliver sufficient quantities of high-quality and affordable food ingredients. The school has designated a dedicated person to conduct double check and acceptance during the food material acceptance process, and regularly replaces the acceptance personnel to strictly control the quality and quantity of purchased food materials.

Schools in various regions need to conscientiously implement the public disclosure system, regularly disclose the key links such as the purchase prices of food ingredients, weekly meal recipes, quantity of food ingredients purchased each time, daily meal pictures provided, and fund management to parents and society, widely accept social supervision, safeguard parents' rights to know, participate, and supervise, and promote the transparent operation of students' nutritious meals.
